Do i need to pay connection charge if I have dial tone and know my number

I am a new customer waiting to be connected.
I currently do not have a phone provider.
I know my number and get a dial tone when I pick up the receiver on my phone.
Do I still need to pay the connection charge with plusnet?

I'm surprised you have a dial tone.  If you dial 17070 do you get a message 'This circuit is defined as ...' stating your telephone number?
I think the 'connection charge' pays for an engineer visit even if this proves to be unnecessary.  So to avoid the charge you probably need to contact Plusnet and provide them with enough information that they can identify your line in the database they use.
Hopefully someone from Plusnet will post to say if I am correct or not.

When my phone was ported to Virgin, I had dial tone on my PN line. Dialling 17070 gave me a different number. My PN broadband was still available on this new number. Don't know how that works.  Undecided

Welcome to the Community Forums!
I've taken a look at your order and it's not due to complete until 29/08/2014. This order is to provide a new number on your new line, however, I can see that you've stated that you currently have a working number. You didn't provide this number during sign up so that's why our system provided with an order to give you a new number.
If you'd like us to transfer your current working number to the new line then we'd have to cancel the current order that's progressing and place a new one.
Please get back in touch to confirm how you wish for us to proceed.
