Charge for a call that wasn't answered

On July 7th I made a call to my friend in Cuba.  I only let the phone ring for around 10 seconds and the call was not answered and yet  I was charged £1.43 just for ringing.      Surely this cannot be correct?
Obviously had the phone been answered I would have expected to be charged, but not just for letting it ring, with no answer.

This is shown as a 25 second call to a mobile number so it looks like there may have been a problem in connection that caused you to get the ringing tone. I've added a discount for the price of the call to your account to write it off this time.

Many thanks Ben.  I honestly don't know what happened because the phone rang, and then I just cancelled the call before anyone answered.
