For clarification go to http://www.bt.com/pricing/current/Call_Charges_boo/1632_d0e5.htm#1632-d0e5 where the various specialised number charge bands are given
You will see that 0870 is classed as National/UK (geographic) rates unlike the others which have higher rates and 0845 is classed as Local NTS

I think the confusion lies totally in Plusnet's wording of the explanation i.e. "These industry changes will not affect any inclusive minutes within your current Plusnet call plan. Any inclusive minutes you currently have will remain inclusive." It doesn't actually say they won't apply an access charge.
Perhaps it was too easy for them to state, 'If you are getting free weekend or anytime telephone calls inclusive of 0845 and 0870 numbers these will remain totally free for the full 60 minute duration with no access or service charges applied"
I have been with Plusnet long enough now to confirm that their explanations of anything are rarely crystal clear...especially if it is going to cost you money!!

Glad I read this thread because I actually thought that the 0845 and 0870 calls would not still be included in the plan. In fact, I use some 0870 services frequently that I actually started to look for alternatives because of these changes.
This is good news that they are still included.

I use 0845 numbers to make calls to overseas mobile numbers, these are not included in my plan (anytime international 300).
I currently pay a 15p connection fee (to PN), then 5p/minute to call provider.
So a 10min call costs 15p + 50p=65p.
With the new charges:
PN will charge 9.58p/minute and the call provider 5p/minute, a 10min call will now cost £1:45!
The 0845 number I use is not included in my plan Angry
Once more, government regulations screwing the "little guy"

As it's undoubtedly to late for you to edit the above post, for clarity I'll mention that since this and the subsequent posts there, it's an 0844 number you are using. I'll come back in more detail as I indicated on the other thread.

As we are discovering, that is not turning out to be the case with a lot of these calls.

It seems BT Wholesale have defined a whole new group of charge bands for Service Calls the bands being defined by the Service Providers charge. I'll post a link when I find where I put it! .......and I didn't put it anywhere, as it was a spreadsheet downloaded, but it's here if anyone really wants to look at it. The same information is actually on Plusnet's Tariff page at the bottom part of the page under "Service Number Call rates".
However don't get concerned as I did initially wondering where the information was that allows one to work out which of those charge groups a particular number goes in. It's the information on the Service Provider's page that's important, as it's that which decides which group BT Wholesale (& hence Plusnet) put the number into for the correct billing. BUT keep your eyes on your bills, because I can see plenty of scope for errors here.
As it's not just 084 & 087 numbers affected, have a read of this as well
