Call charge for 0845 on anytime plan

Hi,
My online bill says i am being charged for two 0845 numbers I called yet 0845 & 0870 number are included in my anytime plan.
Can someone please check this out for me and tell me why?.

some numbers are excluded, so as internet dial ups etc.

Yep checked that but this was to my local housing office.

Hi, this is caused by your CLI being entered into our database upon signup but your contract period (and hence free minutes) not starting until BT tell us your line went active. This notification was slightly delayed and you made a couple of calls immediately after your line went active with us. As such, there were no free minutes assigned to that period. If you raise a ticket to our Support Team, these will be credited / refunded back to you.
This has been raised as P2 66710 but unfortunately I don't have an eta.
