Call Protect: Format of VIP numbers

I've turned on blocking of international numbers and want to enter some VIP exceptions. One example is for a Gothenberg number in Sweden where I initially entered:

46 31 XXXXXX

However, the system said that it only accepts numbers starting with a zero. So do I just add 0 to the above or two 0's or what?

Does this also apply to Swedish mobile numbers?

Would assume you add the two 0's to recognise the incoming number as you have to enter the area code with UK.

I'd agree with mort - when I get a call from Ireland the caller display says 00353xxxxxxxx, the same format as I would use to call them.
