There are phones that can block partial codes, some Panasonic phones for example. This does mean shelling out on one, but they can do other tricks too, such as blacklisting numbers or ringing only for a white list of numbers.... Ours is set to block calls to numbers starting 070 (personal numbers) and 09 (premium rate), i.e. the potentially very expensive indeed....
