That would because the answering machine answering the call counts as the call being answered (call connected) from the perspective of the calling party. "Not answering" means letting the call ring out until the caller drops the call.
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.
