BT connection fee

Hi,
A friend of mine is interested in Plus Net home phone, she has a BT line, although it's not connected (normally £100 charge with BT to switch it on - robbing b*stards)
However, Talk Talk are offering a deal to switch her on for £60.
Is Plus Net offering anything like this? - I assumed it would being owned by BT        ?
