9.3p set up fee on non-inclusive calls
I think they are included in Talk Evenings & Weekends and Talk Anytime plus included minutes on mobile tarriffs, that's why 03 numbers were introduced.

Standard 0370 numbers are included however there are a few exceptions (037001, 037090, 0370192 and 0370333 which are all classified as g21).

03 numbers are being introduced as an alternative to chargeable 08 numbers like 0870. Calls to 03 numbers will cost the same as calls to geographic numbers (starting 01 or 02), and be included as part of any inclusive call minutes or discount schemes in the same way as geographic calls".

Update:
In the BT tariffs for its customers
0300 , 0302 , 0303, 0306, 0330, 0333, 0343, 0344, 0345, 0370, 0371 and 0372 are all g21. So why are some g21s being treated differently to others by Plusnet?
