I have PN broadband, and I am adding Home Phone next week. To use Line Rental Saver for my payments, do I apply after my first monthly bill, or may I apply for it now ? If the latter, how do I apply ?

We should've been able to put the line rental saver through at the time of adding Home Phone to your account.
However, I can see this wasn't done so you'll need to wait until the line is active I'm afraid.
Once that's happened, you'll be able to purchase it online at www.plus.net/rentalsaver and it'll start on the following billing date. Sorry for the inconvenience caused.
