Anonymous caller rejection

I have this service on my line but it doesn't reject what my CLI phone displays as "Not Available"
If it's not available it's anonymous in my book
Is this normal behaviour? If it is I can't see the point in paying for this 'feature'

To the best of my knowledge, ACR only rejects "Witheld" numbers.
I had ACR on my line for many years but when I moved my phone service to PN, I decided not to bother paying the extra money for ACR. As a matter of interest, It doesn't reject "International" either.
