I intend to leave PN at the end of March, I have paid PN for a years line rental and this terminates in Nov.
When I leave PN and join a new ISP will the remainder of the line rental be transferred to to the new ISP ?

No the remainder of your upfront line rental payment can not be transferred to another provider (your telephone line can) , and is non refundable
