Whats the difference between over loading a server with too many virtual routers and bandwidth throttling or connection shaping?

If you overload then ALL traffic will be slowed, whereas with rate limiting etc you can choose what traffic is slowed.

connection shapeing is a reactive process that allows higher priority data wider bandwidth whilst load sharing (slowing) the transfer rate of lower priority stuff, throttling is a fixed limitation that slows down all designated traffic (with in the defined rules)  and overloading will most likely cease all correct performance, but certainly at the very least will cause everything to travel at snails pace..
