Big Four U.S. Carriers Now Accepting 911 Emergency Text Messages
The four largest wireless telephone companies (AT&T, Sprint, T-Mobile, and Verizon) have voluntarily committed to make texting to 911 available by May 15, 2014 in areas where the local 911 center is prepared to receive the texts.

At least all such Texts will be source identifiable.
Switchable GPS would be nice too.

Emergency services in the UK can already be contacted by texts to 112 if you pre-register your phone with them.

(Question regarding tip about facing away from the wind then later turning 180 degrees INTO the wind. Why not just put phone to your opposite ear?)

The UK already has a text service to 999.
As I'm deaf I text to 999 if I ever need to. 
All you do is text 'register' to 999
then it's done!
You will receive a automated reply saying, "After reading ALL this message, SEND THE WORD 'YES' TO 999 TO COMPLETE YOUR REGISTRATION - otherwise your phone isn't registered.  In an emergency, you will know your message has been received ONLY when you get a reply from an emergency service; until then try other methods.  Full details, Terms and Conditions are available at www.emergencysms.org.uk"
Then I received a following reply after saying YES, "Your telephone number is registered with the emergencySMS service.  Please don't reply to this message.  For more information go to http://emergencySMS.org.uk"

You have been able to text and email 999 for a few years now, as mentioned above.
