phpBB is bulletin board based on php, i presume.  there are several forum formats around.  some are proprietary and some open source.  smf is open source.  it's also much easier to administer than phpbb.

php is one of the more widely used scripting languages  used on web servers - and php is a bulletin board software porgramme making use of php.

There are others - such as YaBB ( Yet another Bulletin Board )  http://www.yabbforum.com/

Just had a look here  http://www.simplemachines.org/about/index.php
and it seems that Simple Machines might have been a fork ( software that took original and went off in a different dirrection ) of YaBB - but then completely rewritten ?Huh

SMF is better, offers more functionality etc. out of the box. At the time, PHPBB was version 2, and 3 wasn't out.... I've not really played with 3 much.
