hope you dont live in Whiteley and drive fast

Story courtesy of the Telegraph.
A speed camera, installed in a 30mph limit in Whitely, Hampshire caught 23,500 drivers in two weeks.
That means this camera has caught more than one driver a minute breaking the speed limit and assuming an average fine of £60 that is £1.4million in fines.
A spokesman from Hampshire's Safer Roads Partnership said "Motorists should be aware that police can do random checks at any time and so should stick to speed limits".
Clearly any road that suffers this level of abuse of the limits needs targeting but it is also the case that investigation of why it is so prevalent also needs investigation. Are there other factors at play here, does the road need re-designing to re-inforce the 30 limit perhaps?

Bit of further information http://meonvalleylibdems.org.uk/news/000105/23532_speed_offences_logged_in_whiteley_in_two_weeks.htm...
Quote
The speed detector was requested by Lib Dem councillor for Whiteley Vivian Achwal, because she was so concerned about traffic on the main road near Whiteley Primary School. The detector was erected on the first lamp post after the turn into Yew Tree Drive from Rookery Avenue, close to the place where children cross the road every day on their way to and from school, and was active 24 hours a day.
Here is an aerial view of the location - You can see the first lamp post on this picture - this is the birds eye view

Re: hope you dont live in Whiteley and drive fast

one a minute for two straight weeks presupposes a clear road at all times.  seems more like pix were taken of all cars on the road and a random selection chosen to have 'exceeded' the speed limit.  to test this, a number of motorists need to travel the road, with passenger(s) for witness and be sure to drive well within the speed limit.  should any of them found themselves fined, they have evidence of foul deeds a-brewing.
