eCall in cars

Does anyone know anything about eCall fitted to cars to call emergency services manually by pressing the SOS button in the car next to the rear view mirror or automatically if the air bags go off.

I have read that there is no need for a sim card etc. so how does it work

I have similar in my van. if involved in an accident it will automatically make contact with whoever. I don't really know the ins and outs of it as I turned it off.
