Only a small amount of people will make a claim and be successful. Most folk I reckon will curse their luck, moan, and move on, as it usually causes more stress and hassle to get justice.

Justice hmmm.
If somebody beat you to a pulp, and was easily identifiable by an unauthorised camera, would you still describe it as 'Justice' if the perpetrator was let off because the paperwork hadn't been done to authorise the CCTV camera?
I suppose its comparable to item in the news this morning about crimes which the police services dropped and removed from their records. Is it only a crime if you get caught?
Just a thought to add some balance to the conversation.
