It's not the UCI in Geneva - although they might coordinate races organised by local Federations.

its had a weird history, used to be called the Milk Race, then the Kellog, then it disapeared a couple of years ago, think it came back just last year

I was at the finish of the 1953 tour won by Ian Steel and my BLRC club ( West London Road Club) used to run The Tour of the Chilterns which was a classic event.
