A fair request since as far as Im concerned things have gotten much better at PN.
E.g. my first 16 block IP range, took a week and a half, some ticket tennis, arguing with people, and pointing out how tcp works before i finally got the range.
My second range, request went in and the nice chaps at CSC said although it was justified, they had a few security concerns they wanted me to look at. I did, and requested the range as orginally submitted. Rage was assigned... net time take, about a day... and no hassle needed!

Its the same reason I very rarely spot that posts are in the wrong place too.
