Brokenshire was speaking today to announce the launch of what the Home Office dubs the Cyber Crime Reduction Partnership, a collaborative effort between law enforcement agencies, security experts and academics with the aim of tackling the problem of "organised and global" cybercrimine. According to the minister, these cybercriminals are increasingly organised, "selling 'off-the-shelf' software to aid gangs in exploiting the public". However, the Communications Data Bill's part in that crime prevention strategy is already controversial, and its core proposal -- deep packet inspection of all of the UK's web traffice -- remains.
