when I watched part of the speech on the news he mentioned that the current 1% capped rate increase would continue for working age benefits for an additional 2 years enacting a forced slowdown to allow wage rises to catch up to the same % increase in a 10 year period to those of welfare payments (which saw record increases) but again exempted certain payments from the caped rate rises, in effect the only people who will be worse off will be those who don't have a job, those in work will see their pay increase and thus gain the same increase as they would do if the wages were again stagnated but the in work benefits increased .....
it will be interesting to see how he plans to raise the extra 9 billion worth of cuts or if that's part of the revamping of the old age pension from a two tier system to a single payment model, or perhaps he's planning to save the money in the delivery of benefits by down-sizing staff  numbers as more things become automated and we move to universal credit, I guess time will tell, clearly there not planning on cutting funds availability to pensioners who seem to vote more often than youngsters .....
just because your paranoid doesn't mean they aren't out to get you
