In the age of the computer it does not need too much work to catch the driver when leaving the country at the ports. I know that at least one cross channel ferry operator use car registration recognition cameras for ticketing purposes so these could be used. Or if the operators can not do this what are the passport/immigration/customs doing?

That's true - Norfolk Line were using NPR in 2007 and Eurotunnel have used it for a couple of years.
I'm also certain that Border Control use it and know immediately how often ones car has been across the Channel.

any one would think NPR is new, I first saw it in 1994 on the Gross Glockner pass toll booths
