It isn't a phishing attempt per se
it is rather worse.
The above screen print was taken from Firefox - this is what happened when I opened it in Internet Explorer 9

What is worse the email came from a Heart Internet server - I have reported it to them
They have disabled the site the email came from  - took less than an hour for them to do it

Always bear in mind that HMRC will never contact you by e-mail unless in rare circumstances where you have agreed it in advance.
Also check the URL. The real HMRC's is at http://www.hmrc.gov.uk.
You can report phishing attempts at http://www.hmrc.gov.uk/security/index.htm
And they most certainly do not end their correspondence with "Best regards"!
