Switch Problems

I have a problem;
At various locations around our site we have Comms cabinets. These each house patch panels for the surrounding area of the building, a fibre optic patch panel for the backbone to our main Comms room, and network switches.
I've just picked up the manual for one of these switches so I can re-familiarise myself with the pinouts for the serial connection to manage the hardware - however I've noticed a more pressing problem in the location of the device.
The manual clearly states that: "The switch must not be placed near any data or electrical cabling."
Hmm, what use is a switch if you can't plug power or data cables into it?

Also, fibre optic patch leads: No matter how much abuse you can give them without breaking or damaging them - there's always gonna be one which breaks as soon as you look at it. Grrr
