I seem to remember a criminal gang taking over a petrol station, locking the staff in the toilets, and running it on a cash only basis for several hours.  They reduced the fuel cost to encourage people to fill up, and only took cash. Very similar to this.

It was reported recently that the police would not do anything if the value of the item(s) stolen was less than £50.  You can still get an awful lot of sweets for that amount, and now no criminal record - or even a slap on the wrist - for it.
