Here in Adair Towers we have a well, a portable genny, a coal cellar and a compost heap. A few small changes could see us off-grid though I'd miss the interweb.

Sewage is included in water....well it is on my bill. Lips are sealed

Try a really obvious search like "homework broadband".
I have a few other suggestions but they probably wouldn't go down well with the mods.

the government use it as a key indicator for poverty classifications, broadband was added to the universal service agreement just as telecommunications was 20 years ago, water/sewage are a single entity (under the U.S.A.) there are many things that are now considered to be "key indicators" of poverty or impoverishment and most of them are utilised to great effect by various charities and by the UN however they no longer consider lack of cash to be a key indicator to poverty .....
