It must be difficult to reach all those with a specific product being recalled.
I would expect many don't register them if they even can be. If you don't see the notices in the papers or on TV there seems little that can be done.

I think most manufacturers rely on an advert in the daily newspapers.  Not everyone reads a newspaper.  Many people now read their newspapers online and would miss these ads.

I neither read newspapers nor watch television, so I wouldn't know if anything has been recalled unless someone happened to mention it in a thread on a forum somewhere on the internet - and then I'd only likely see it if I was a regularly visiting member.

When you buy a new TV you have to give your details to the retailer. These are passed on to the licencing authorities.  This information could be used to notify customers of faulty items.  Car manufacturers already have a similar scheme.
I am aware that customers sometimes give wrong information when buying TVs to prevent buying a licence, but this would not be the case with other products.
