My children's user account

I am trying to disable the "All Programs" bar in my children's user account which is a limited account (Windows XP), as they are relatively young and tend to mess up things inadvertently. It is the bar which can be accessed by clicking on Start. Obviously, we still need access to it in the parents' account. Any ideas as to how this can be done? I have searched Google but have not found anything convincing... Thanks for any help!

You could move the folders from 'All Users' into your account, that wouldn't prevent access to the link but it should be empty for the kids.
