Nominations can be made at any time.
Unless something goes really wrong the status is permanent.
Without checking way back way before I was made a moderator the only person who lost the status was me as you can't be both

Basically the Bright Spark status is awarded to a poster who is considered to have been extremely helpful to other posters over a period of time either on a range of problems or on a specific type of problem where he or she has expertise and uses it to the benefit of other members.

The "Damp Squib" status is much easier to come by, just nominate yourself and add it to your profile.
No qualifications necessary, other than to be a complete dunce computerly speaking, and an exquisite ability to make up new words.
I actually tried to introduce it as a recognised official status a couple of years ago, but I'm currently founder an lone member of this exclusive club.
Experience; is something you gain, just after you needed it most.
