Why did they refuse to serve her in the drive through?

I'm pretty sure I've seen a horse and cart (the little two seater jobbies) in the drive through a few times at one of my local McD's, in a large multi takeaway area. But then I notice they don't mention carts. Which explains why I've also seen bicycles in the drive through. Those with the kid trailer on the back.
Then again the spokesperson says "health and safety of our customers" not health and safety regulations.
Personally I think it's all a publicity cock up by some member of staff with a horse phobia.

I expect we're going to see loads of readers pictures in the papers, of various means of transport being served in the drive through.

The staff just couldn't get their heads around the idea of the bun going in the horse.
