One word sums it up: - "Idiot"
Going into ice water effectively naked can quickly lead to hypothermia and in some cases stop your heart;
If the ice is so thin it will not support a dog it will not support a human;
If the rescuer gets into trouble, other people may put their lives at risk.
About the only safe way to effect a rescue on thin ice without specialist equipment, is to sit in a rubber dinghy and slide that across the ice. - with a rope from the shore to pull you back. Even with thick ice you shouldn't get in the water, it is easy to get trapped under the ice and is very difficult to climb out again.

slight different, but how do bird do it?
air temp about zero, I have a pumped water feature that doesn't freeze until at -10, a starling came up, thought is was just going to have a drink like the other birds.  But no it jumped into the water in the middle bowl and had a full bath, got out shook itself and flew off

Some people never learn, how many times have people gone in after dogs only to lose their life and the dog usually gets out without any help.

At the weekend I was walking on a frozen lake and a river with others walking their dogs and anglers fishing at ice holes. I could not see a problem with this, but it was in Finland  Grin

Well  if the locals do it then you should be ok.
Once read that in Victorian Times some posh ladies would throw coins on to the ice for the local urchins.
