They fill up the sand box which the "engineer" can then release through small pipes, on to the rails, just in front of the driving wheels, to give more traction on slippery rails, when negotiating gradients, or when pulling heavy loads from standstill.
Network Rail, seems to have dispensed with this simple solution to "leaves on the line" situations !  ! ! !

You have to admire the simplicity of this, and then wonder why on earth it wasn't included in later designs of trains, as I assume it did what it was meant to do. I guess it was seen as primitive.
