I think the advertisers are barking mad. I doubt TV speakers could even reproduce the frequencies.

I think they can actually but we can't hear them.
I need a new signature... i'm bored of the old one!

A dog whistle has the range of 23 to 54 kHz, so it is very unlikely those frequencies would get through digital TV audio sampling even if the TV speakers were capable (which they are not !).
