It seems that it is to the advantage of the police traffic cops, to collar people breaking the 30 limit, as demonstrated many times on the telly progs.... but strangely you don`t see many, or any, "naughty motorists" being stopped for speeding in 40 limit areas... on the telly... ( not saying the police only target 30 limit areas, if you get my drift..... )

Thresholds in my area are 30 + 3 + 2 = 35. A safety camera will operate at 36 mph in a 30mph zone.
Hit a pedestrian at 30 mph - 45% will be killed.
Hit a pedestrian at 40 mph - 85% will be killed. (Source: UK Dept of Transportation).
That's why we have speed limits in built-up areas.

you can be done for 32mph though.
the "threshold" is entirely discretionary.

I thought the root of the problem was pedestrians on roads instead of pavements.

This is correct. From memory a speedo is accurate to plus 10% and this is accounted for in the calculation you give.

so if you speed says 30 you're actually doing a little less (not by much though as they are much more accurate now assuming you don't modify the car by changing the wheels etc.)

Quote The UK law is based on the EU standard, with some minor changes. A speedo must never show less than the actual speed, and must never show more than 110% of actual speed + 6.25mph. So if your true speed is 40mph, your speedo could legally be reading up to 50.25mph but never less than 40mph. Or to put it another way, if your speedo is reading 50mph, you won’t be doing more than 50mph but it’s possible you might actually only be travelling at 40mph.
This is how it works.

I just used to keep an eye on the rev counter when near speed cameras.

He said he never exceeded the speed limit.
Which is actually pretty easy to do manage these days if you have cruise control.
