UK Government borrowing has fallen to its lowest level in seven years - providing Chancellor George Osborne with a substantial boost ahead of his summer budget in July.

Borrowing reducing? Increase tax a bit to speed up the repayments hence reduce loan interest. A bit like overpaying the mortgage repayments.
Now Zen, but a +Net residue.

Not much like overpaying mortgage repayments. It is the deficit that has been reduced (monthly spend in excess of income). The debt is continuing to rise just not as fast as before. A bit like asking for a second and third ... mortgage increase but asking for less each time. But as you say the less borrowed the lower the interest bill.
