That sounds like a lot of money for a bit of landscaping, and how is it going to be used for lessons?  Who says there's a shortfall in the education budget?!

you could ask here http://www.ordnancesurvey.co.uk/oswebsite/gps/
reading other Google links, they have been removing the triangular pillers as well

The answer probably be yes.
