In clear English, is it difficult?

Written on a notice at the front door of a local Hotel, "Only smart casual clothing allowed" Does this mean people in smart business suits and soldiers in military uniform would be ejected?
In a local authority car park: "Vehicles must be parked in accordance with the current parking order"  Do they mean park only in the marked bays?

Plenty of examples of this type of thing.
our system of education is so bad combined with meaningless words or words used in the wrong context that we will see more rather than less of this.

Order in this context is a legal term, so referring to a document, and not a reference to a physical positioning.

There are signs at London Underground saying that dogs must be carried on escalators.  Fortunately the rule is not enforced and many dogless people use escalators.

Today our local shoping centre (Weston Favell, Northampton) had signs 'Wet Paint, thank you for your cooperation', the second part made me assume that the first part was an instruction (though I didn't cooperate as I had nothing to wet ghe paint with).  Crazy
