How do I set up a rule that will allow all the wold but just block the USSR, so that it is less Server intensif.  I do not want to end up with a htaccess file a mile long, that is no good for me or the Servers.

Thay will have to wate until thay get home from Russia or use a proxy server.

Wouldn't a haxor be able to use a proxy server if they were so inclined?

As I said before, just add another layer of security to the login page for admin, or login folder, have a look at :

Follow the instructions and the person trying to log in won't get anywhere near your admin login page, the server will block him/her out, should they get past that (unlikely) they will then be stuck at your forum login page and you'll know to change the password.  This will be more effective if, for instance, the forum you use has a SQL injection exploit whereby a person can inject SQL into the database giving them admin rights and letting them log in as an administrator.
