I wonder if this will cover flash cookies

From 25 May, European laws dictate that "explicit consent" must be gathered from web users who are being tracked via text files called "cookies".
These files are widely used to help users navigate faster around sites they visit regularly.
Businesses are being urged to sort out how they get consent so they can keep on using cookies.

I believe the aim is actually at flash cookies which persist even after you clear out your cookies, the question is, how enforceable is this with websites based in the US serving up US based adverts?  Not that I see any adverts, but if I did.

Aren't they the ones that I clear out with Better Privacy add-on when I close Firefox?  Have used it for quite a while on Windows but I seem to remember that it wouldn't work on Linux (but that was ages ago so might be mistaken).
