I once saw an old lady doing something similar - but she was walking a horse!!!

I cannot imagine trying to walk my dog whilst driving at all!  I just would not be able to manage it - so I am safe from those points!
But how silly to do so.

My parents next door neighbour used to do this twice a day, every day, back in the 1970's.  Crazy
(He was rather large and drove a Cortina estate - can't remember what sort of dog but it was very big too)
That was in Melton Mowbray and he probably worked for Pedigree Petfoods and ate too many Melton Mowbray pork pies and too much Stilton cheese.

The other thing you see mainly in parks is an individual on roller skates being pulled along by a dog. Smiley

Don't need roller skates to be pulled along by my dog! 
She alternates though between pulling me or me pulling her!!

Round where I live I do see a few people walking their dogs from their mobility scooters.

seen that one here as well
