Or a hosepipe, or fire extinguisher is just as effective.

 

On my visits to hospital last year, there were many smokers standing outside the main entrances, adjacent to no smoking signs !!

 

Even in the covered Pay & Display machines booths.

Not a pleasant experience when paying for parking,

Smoking away, cigarette ends littering the floor.

And many were in wheel chairs, and/or on oxygen

 

I think there was a case where one patient on Oxygen set fire to themselves.

If I walk around my local hospital, away from the main entrances, the out of the way doors usually have a couple of nurses or doctors puffing away next to them.

A case of "Do as we say, not as we do."  There was some research many years ago that found that staff on respiratory wards tended not to be smokers, or gave up smoking shortly after starting there.  Not surprising I suppose.

Then there's the "No Mobiles" sign.

Once when visiting someone I had to pass by a group of surgeons, or is it a gaggle of surgeons - is there a group name, anyway I assume they were surgeons with their gowns and caps. And I suppose standing by a door labelled "operating theatres" was also a clue. There were seven or eight of them and all but a couple were yacking on their mobiles.
