Guessing this is a scam

The email message below was received from PayPalSecure:

My Italics.

Dear customer.

We've limited access your account due to multiple unsuccessful login attempts from a foreign ip adress : Russia, IP:165.36.15.158.

During the next login process, you will be required to provide some informations that only the real owner of this account knows (billing info, phone number, payment info.)

There follows a Login tab.

Needless to say I haven't "logged in" 

The layout of the message looks highly plausible.

Experience; is something you gain, just after you needed it most.

When faced with two choices, simply toss a coin. It works not because it settles the question for you. But because in that brief moment while the coin is in the air. You suddenly know what you are hoping for.

The word informations is enough to give it away..
