Apparently this stationary idling offence was brought in in 2002.
The Road Traffic (Vehicle Emissions) (Fixed Penalty) (England) Regulations 2002.
Never knew this offence existed.

When this act was introduced the main aim was to crack down on the number of empty buses and coaches which were left ticking over while waiting/parked, presumably to keep the driver warm! It didn't seem to do much good then or now...  just observe when you next visit a bus station.
