Yes but that would mean having to employ british people and almost liking them and the UK government will never have that. Their job is to make life hard and destroy the economy, jobs, hope..

Probably not a scam but a genuine contact from M&S who are emailing all customers that could have had their names and email addresses compromised. Email has no clickable links or anything else that's normally found in scams.
Another co. sending out notifications is Crucial (the memory co.)

No idea but they shouldn't be. The DPA means they can only use the data themselves and not pass it on to a 3rd party unless required to by law. By handing over customer details to this company they're in breach of the DPA already whether or not that company uses the data or just stores it the data has still been handed over completely disregarding the DPA.
You know what its like though, nothing will be done about it unless someone important gets upset and stamps their feet...
