Looking back, I think I misunderstood your point. You are I presume rederring to the odd logic of being forced to answer a question, where 'I don't want to answer the question' is one of the options. It has a certain Alice In Wonderland quality that only govenments seem to aspire to. Of course, if you do want to answer the question, and you want your answer to be 'No', then you have to lie, which I presume is a criminal offence on a driving license application form.
