A tax legally required to keep a vehicle on a public road but it's a bit of a mouthful so road tax is easier to say.

But you can't get insurance without a licence, the guy was uninsured so would have had no tax.  Obviously banning him from driving wouldn't do much good, hopefully the maximum fine, plus the maximum jail time will be given to him.

I've been insured for years and not once have my insurers ever asked to see my licence or take my licence number.
What makes you think someone without a licence couldn't get insurance? (Ok it wouldn't legally be valid but they or the PO would not know that).

Thats a fair point OJ and I hadn't read the article fully to notice that.
My point still stands though about getting insurance without a licence though as some insurers just take your word for it. Once you have a policy (whether its legal or not) you can get the MOT etc and avoid hassle with ANPR etc. The only real time someone would be caught is if they get tugged and the officer does a licence check.

Someone who has had their licence taken away may still have a car that needs to be insured as it's parked on the road.
In reality someone who's had their licence take away may also be the sort of person who wouldn't buy insurance but it remains a legal obligation to do so.
