In that case you appear not to use the Quick Reply either as you have to scroll past the Jump to button to access the Quick Reply Cheesy

What Quick Reply - I don't have that?
I usually click Insert Quote then delete it if I don't need to quote anything.

Just found it and turned it on - Turned it off again.

Goto you profile
Navigate to look and layout preferences =====> scroll down the page & it should be the 2nd from the bottom in a dropdown box
Then click Change Profile for changes to take effect
