"will not have (been)" -- such that "won't incur" becomes "will not have incurred"  Undecided

The OP was querying the meaning of "won't" in Bob P's earlier post. The apostrophe seems to have been part of the perplexity.

Same rule for commas: if in doubt I'm wont to leave them out.
