In Nanjing (China) drivers will be fined if their car is dirty. Don't let the UK Local Councils hear about this or it will be their next money raising scheme.

No idea what Nanjing is like but some of the large cities in China have so much smog it would be impossible to keep a car clean, unless it was kept in a garage 24/7.

Not forgetting the cost of water.
The last time I was on holiday in Cornwall the car park next to a stream was very busy. With locals and holiday makers.
